Stefan, thank you for help. The racoon is now stopped after sendsigs.
To get things work in my environment i have changed "Required-Start" and "Required-Stop" to "networking" in racoon init script and added "racoon" to "Required-Stop" in nfs-common init scripts. But this problem is beyond current bug. Andrew Vasilev.
