Yes, I know about the problems with setuid scripts and security issues.
Would it be possible to write a perl script, in this case, as Perl has
some support for setuid scripts?

Right. It would just be nice if this worked out of the box, for people
that don't have the rights to deal with stuff outside their home (think
a University).
