It's still an intent. I have been wanting to look at ways of
automatically testing OpenID 2.0 compliance of an OpenID provider, but
there doesn't seem to be much out there except to test *services*
already on the public web (not code that one isn't willing to run on
the public web).

That seems like an entirely separate issue. Best to open a new bug
