Hi,

This problem still exists in current debian squeeze (HAL version: 0.5.14-3)
But there exists a workaround by adding the command to restart hal
to /etc/rc.local .
After this the cpu frequency can be controlled by kde4.


I looked at the startup messages and noticed that acpi-cpufreq is started 
after hald is started.
I think this is the reason why cpu frequency scaling doesn't work with hal. 
The order in which acpi-cpufreq and hald are started has to be changed.
