Yes, it leaves all the files that haven't been overwritten in place and you have to delete them manually. Well, you argument does not convince me, but what is clear at this point is that it's a general issue with mc and definitively not the Debian package. I am not qualified to make a final decision on what will be implemented and what not, so I escalate this bug upstream and subscribe you to the updates.
