Since 1.10.0 release, aria2 uses 1 connection per host by default. It also has 20MB segment size restriction, which means aria2 does not split segment smaller than 20MB. To make 1.10.0 behave like 1.9.x, use --max-connection-per-server=4 - --min-split-size=1M.
