Yes. Having a way to keep this constant makes sense. This would also allow to group patches like:
100 - 199: from upstream 200 - 299: Debian only, but mergable upstream 300 - 399: Debian only, but not mergeable upstream ... currently all patch names change when one of the earlier patches gets removed. We need to reimpolement git-quiltimport for this but since this is a rather simple script it won't be that much of a loss. As usual, help on this is welcome.
