Can't activate ibus on mozc dictionary tool. So can't input Japanese text.

Steps to reproduce:
1. Start mozc dictionary tool via mozc toolbar
2. Click "追加(tsuika)" button
3. Click "よみ(yomi)" or "単語(tango)" column
4. Hit IM trigger key(control + space or something)

Actual result:
Can't activate ibus

Expected reult:
Can activate ibus

Additional information:
Can activate ibus when start mozcdictionary tool from command line
like /usr/lib/mozc/mozc_tool --mode=dictionary_tool.
