pdftosrc is a small program build on top of the xpdf libraries, so it uses the same code for accessing pdf objects as pdftex. I'd say that if the pdftex maintainers are willing to maintain pdftosrc, then the program should be installed (not only build) and that something like the manpage that you have submitted should be added.
