I believe this has been mentioned before on lists but I don't see it reflected in the newmaint guide: new contributors should be highly encouraged to adopt orphaned packages, instead of creating new ones. Of course there will always be new programs that are worth packaging, but new contributors should be aware that work on viable existing packages (as opposed to packages that should be removed) is much more likely to attract sponsoring. I'll happily provide a patch (eg. for section 2.1, choose your program), if you agree on the principle. I'm not quite sure though whether that would suffice given that the whole document is aimed at creating packages from scratch, but it would at least be a step in the right direction.
