Without having looked at the 1.3 in detail yet, there seems to be at least the problem that both 1.2 and 1.3 provide libenet.so. In case we need to maintain both at the same time, the -dev packages would not be co-installable. It might also reuse one of the sonames that Debian used before we included "debian" in the soname. With regards to 1.2.2: At least the entry "now uses packed attribute for protocol structures on platforms with strange alignment rules" sounds useful, but it seems to also introduce ABI and a small API change (see "Caveats" in the changelog).
