Ultimately this is a limitation in the fastexport protocol, as bzr should be able to deal with commits with no, one or multiple authors and zero or one committers. (Please note you can work around this bug by generating a fastexport stream manually using cvs2bzr or cvs2git and then using "bzr fast-import".)
