NLopt is a free multi-language library for solving nonlinear optimization problems (minimizing some function over many parameters, possibly with nonlinear constraints), callable from C/C++/Fortran/Python/Guile/Octave. Most likely you will need a libnlopt package with the .so, a libnlopt-dev package with the headers, and libnlopt-python/guile/octave packages with the python/guile/octave plugins, respectively. PS.
