I do not think it is possible because some debian/rules files were changed to
rely on the
new behaviour. lenny might not build correclty without that bug.

I agree. This should be fixed before the archive test rebuild for squeeze are
performed.
When that bug is fixed, we can start experimenting with dpkg-buildflags, but
not before.
