i've uploaded tryton-modules-project-plan some time ago to NEW, and today Mathias uploaded an update, it got rejected because DMs are not allowed to upload to NEW at all. This is too restrictive, the subsequent upload, given that the first one is accepted, is perfectly valid then and should not a priori be rejected.
