There is no problem in my machine. I tried to play your file with madplay, mplayer and others and it has a high-level background noise and high deformation with every player, as with mpg321. On the other hand, nothing has changed in mpg321 that has to do with the output stream or the mad library that manipulates the mp3 stream.
