This was triggered by a Lintian test case, not by a real package.

One of the programs in the current dpkg-dev no longer recognizes a package
version of 0 (I think dpkg-source).  A package with a version of 0 now ends
up with a version number of "unknown" in the generated *.dsc file.  This
previously did work correctly.

We added the test case in Lintian since Lintian used to have a similar
bug.
