I can't speak for the Debian maintainer, but as upstream author of mod_ldap,
I feel your comments would have been far more helpful if you stated what you
felt was "messy" or "undocumented" about mod_ldap and perhaps what you felt
could be done to improve the situation.

Also, I feel that your comment that the code is "not documented" is
incorrect. As with all ProFTPD configuration directives, mod_ldap directives
are documented on the ProFTPD web site:

  http://proftpd.org/docs/directives/linked/config_ref_mod_ldap.html

and in the ProFTPD source distribution. A number of sections in the mod_ldap
source code contain comments when I felt they were important or required
additional explanation.

Without knowing in what specific ways you felt mod_ldap deficient, I can't
offer any suggestions or implement any improvements. As stated in the README
included with ProFTPD and mod_ldap (README.LDAP and README, respectively):
