The files in /dev/bus/usb/X/Y are owned by root:root. It seems like udev doesn't honor the 025_libgphoto2.rules file, or its rules get overriden later. A simple solution is to do put the rule to a later stage: mv 025_libgphoto2.rules 97-libgphoto2.rules in the /etc/udev/rules.d directory. That solved the problem. The solution given in #509293 didn't help me.
