  The initialize is run with the git user indeed - but the key should had
got copied away earlier with proper permissions for that user. Actually

  I promised too much. Reconfiguring to the same user and directory won't
add another admin key. This would mean that it would tweak the
gitolite.conf in a special way and commit that to the admin repository.
Please use the inital admin key to add additional admin keys/users,
that's the way it's mean to be.

I think you misunderstood my bug report, i wasn't trying to add another admin key nor modify an existent one, my gitolite's user homedir (/var/lib/gitolite) was *completely empty* (because the default debconf's "high" priority level skipped all the questions when I installed it), and i wanted to *initialize it* running dpkg-reconfigure (to set my first admin key), which failed silently without setting my gitolite-admin repo or copying my first admin key.

Weird, but if I provide exactly the same configuration to debconf at installation (lowering debconf's default priority level), it installs smoothly, I just tested it in a VM. Basically it isn't possible to dpkg-reconfigure after installation even though gitolite's user homedir is empty.
