The script 'make-fai-nfsroot' search for the file '$NFSROOT/var/lib/dpkg/info/ssh.list' to see if the ssh package is installed in the nfsroot. But the ssh package has been splitted in 'openssh-client' and in 'openssh-server' in sid. Here's a patch to look for the binary ($NFSROOT/usr/bin/ssh) instead.
