Use ip command still not work, when use
ip link set eth1 down
the issue still appear.
My hardware list are:

Intel e1000 with 2.6.10 kernel
Intel e1000 with 2.6.8 kernel
Intel e100 with 2.6.10 kernel
Intel e100 with 2.4.24-bf2.4 kernel
Broadcom 4400 with 2.6.10 kernel

Both Debian 3.0 unstable.
All ethernet hardware are some issue.

I thought this may related by switch environment, but when I shutdown a interface,
I can still connect it from a remote wan host.

If it's a kernel bug, what kernel version and compile option are you?

I havent seen this myself, but if it is true, it is a kernel bug, ifconfig
can not do more than down the interface. You can try if "ip links set eth0
down" works better?

What hardware is eth1?
