Hi,

I think that the point is that on a large number of computers, it is worth
spending a couple of megabytes, or even a couple of hundred of megabytes, to
have everthing needed to handle documents from the most commonly spoken
languages of the planet without going through the distraction of interrupting a
task for installing new packages.

poppler-data is 12 Mb ; I do not know libpoppler well enough to judge if 12 Mb
makes a difference on the computers on which it is used. If you confirm that
you do not intend to recommend poppler-data, I will reassign this bug to
evince.
