Debian Emacs policy states that packages which require only that some
version of emacs be installed (i.e. it doesn't really matter which), 
should have "emacsen" as their dependency instead of listing alternatives.

This means that if some package already "Provides: emacsen" (e.g. 
emacs-snapshot), attempting to install w3m-el (or w3m-el-snapshot), will
additionally require installation of some other version of emacs.
