I think I would rather not make this an explicitly-advertised option, but instead recommend that you use dpkg-divert to replace update-grub with something trivial of your choice, such as a link to /bin/true. Since this facility is already present in the packaging system, I would rather recommend that you simply use it instead of adding further complexity to the grub2 packaging (complexity => increased probability of error).
