Hi Charles, We had some discussion about this on the Policy list last year, and I think it was clear from that discussion that there isn't consensus to revert this change (although there may also not be consensus to make it again now if we were starting from scratch; I'm not sure). As discussed in that thread, the best path for a contentious point like this with good arguments on both sides would be to go through the Technical Committee, which is designed to be able to make decisions like that. I'd like to dispose of this bug one way or another, either by reclosing it or by appealing it to the Technical Committee.
