As a user, I'd expect kupfer to work out-of-the-box as similar tools
do. Declassing python-keybinder dependency to Recommends would impose
me to configure keybinding on my preferred desktop environment, and that
couldn't that simple, especially for those not yet skilled enough to dig
into complex options provided by their systems.

As a developer, I don't want to add complexity to my package declassing
python-keybinder would impose: creating a README.Debian documenting how
to enable keybinding on several desktop environments (also those I'm
not confident with), making sure everything works as expected, and also
handling requests to restore dependency back!

I'm leaving this bug open to be a "reminder" for the future, but I
don't expect things will be much different than now. Sorry.
