The reason gimp1.3 was packaged was because it was a very long development cycle, and gimp 2.0 wasn't released until long after GNOME 2. gimp 2.4 is probably going to be released in a couple of months, so it doesn't make a lot of sense to package a separate version. Once 2.4 is getting close, I'll probably upload some late-2.3 packages to experimental. The SIOX plug-in is available as a separate tarball which you're welcome to package for Debian, but it's not as good as the built-in GIMP tool.
