buildd runs sbuild to build the package.  sbuild essentially just
installs the build dependencies and calls dpkg-buildpackage.

Can you build the package in a clean chroot environment on your
own system with sbuild (or pbuilder)?

If you start with the .dsc, can you unpack it with
'dpkg-source -x' and then build it with dpkg-buildpackage?
