I have the same situation here, but additionally, the "Work Online" Menu is also greyed out. I do not know how to make evolution tell it should be online.
Update: As evolution was in offline mode, it also did not sent this message. So I can also tell a fix for those having the same problem: Remove the kde-networkmanager. I think this is still a bug, as there a people (like myself) that are not using the network manager (btw, I do not use kde, I'm running gnome) and also configure their network by other means.
