I'm a little confused here. There seem to have been 2 source packages: - beid - belpic And the source package beid was removed, but you also talked about the belpic source package. I assume that the belpic source package was renamed to beid, and you really wanted beid removed. But they shared some binary packages, like beidgui, and belpic is now missing it's binary packages on arches that beid build for (amd64, s390, powerpc). So those arches tried to build belpic again, but failed, since such a .changes file already exists. We either need to convince wanna-build to do a binNMU on those arches, or you do a new source upload.
