After having fixed #582333, it occured to me that I had taken the
offinding line

    (setq load-path (cons package-dir load-path))

from the example debhelper had originally dropped into the debian
directory. And the example has not been changed since. I believe that
conforming to Debian Emacs policy, the line should be:

    (debian-pkg-add-load-path-item package-dir)
