A failure of installation is a serious bug! If squeeze is not concerned
then one should set a tag "squeeze-ignore". Anyway, I suggest to
- disable compilation on emacs{21,22}
- retitle the bug to "does not byte-compile"
- set tag wontfix, and let severity=normal
