Package: emacs23-common-non-dfsg

emacs23-common-non-dfsg contains the non-free documentation of emacs.
After the today upgrade, I have emacs23-1 installed, while the manual
refers to emacs23-2. Can't this be avoided simply adding a dependency on a
specific version of emacs? Anyway, it's a minor issue because the main
packages will enter testing.
