I've uploaded the latest vlan-bug-fix package to http://git.debian.org/?p=collab-maint/vlan.git;a=summary (awaiting sponsors approval and my production testing) which still contains backward compatability binaries. In the changes the phasing out of vlan is mentioned. If all is correct, it will only use the ip command, and warns when it has to use vconfig. The scripts can be added to iproute as is, but at the moment the iproute starts shipping the scripts, the release of a vlan shim package should also be carefully planned. But I do want to ship this last version with the binaries.
