Since recently, by default, only one instance of Merkaartor is allowed
(because there is now an internal server accepting JOSM-like requests on
port 8111.

Normally, arguments like files are passed to the running instance which
loads them (and as I said, it works for me)
It might be that there is something special on Debian which prevents the
system from working (the whole system is a component from Qt, so I don't
know the internals).

You can however force a new instance by adding "-n" to the command-line.
Could you try to see if that works for you?
