Thank you for your bug report. We (upstream and I) are aware of this issue, in fact Arte changed it's whole video service 2 days ago and that broke the plugin.
The problem is that the new arte streaming service is now build exclusively around the rtmp protocol (adobe flash) which can't be handle by gstreamer yet.
