So it seems you have done two things together with the upgrade: Move /etc/texmf/dvips to dvips.old, and move map files from there to $TEXMFHOME. Furthermore, you had an error when you first tried the upgrade that was unrelated to that (updmap.cfg in /usr/share/texm/web2c). We'll probably not be able to sort out now what you did in which order, and what effects that had - we can only hope that if everything would have been okay from the very beginning, the font setup would have worked. The only thing we should think of is a check for updmap.cfg in /usr/share/texmf/web2c - a second user has reported that, and it might be a general problem for people who had some older development version installed.
