I am aware of it, and the debtags postinst should be as well.  If you
look at it, it will use the database included in the package to
initialize the download cache, so that if there is no network connection
download will fail and the older versions will be used.

Have you actually tried installing the package while disconnected?  If
it doesn't work, please include me the output of the installation run
with the error message you get.
