Duh, I don't even know why i didn't think of this myself. I suppose it's been so long since I had to manually add a user. :). That took care of it, still sort of odd. I reloaded the server the other night due to an unrelated issue, and when i brought it back up it still wouldn't install the fetchmail package (but I did your suggested fix and it works).
