it seems that racoon must be told where the CA certificate is when using
peer() verify_identifier: on and verify_cert: on, and my_identifier:
asn1dn. Racoon supports a "ca_type" directive in remote config sections
of racoon.conf, but racoon-tool has no way to generate such. A
workaround may be to define a template that sets it.
