Bug#322251: permissions on /var/spool/hylafax make tiff2pdf not work

tiff2pdf makes a temporary output .ps in /var/spool/hylafax. The default 
permissions has this utility running as uucp.uucp, but with 
/var/spool/hylafax owned by root.root.

Either the permissions on /var/spool/hylafax need to change, or tiff2pdf 
needs to put its temp file in the recvq directory.
