Hi I have been able to reproduce this on a testing system, but no in my unstable chroot. I noticed that each time I run the test, the byte value in question changed and eventually (given enough runs) it will succeed, but add a character to the manifest. I am at a loss to the reason of the problem and also why it works in my unstable chroot - python-debian and python-minimal had same version in testing and my chroot and messing with locale did not seem to fix it.
