As Neil said, this can be configured by a lexer property.
Unfortunately, these can't be set in Geany 0.18.1.
But with the upcoming 0.19 release this will be possible by adding the
following lines to ~/.config/geany/fieldefs/filetypes.java:

[lexer_properties]
fold.comment=0
