Well it took a while, and some lobbying, and two days ago I didn't think it was going to fly. But a miracle has occurred. The CIO signed the "Employer Disclaimer of Rights" form today! I have the original signed form in my possession! I will send you my final patches this evening. (Regression testing has revealed additional problems, which I have fixed.)
