A system without a sendmail is unusual but possible if you install
a minimal Debian without "Standard System" (~pstandard, which would
include exim4).
And as nothing depends on e.g.
"exim4 | postfix | mail-transport-agent"
/usr/sbin/sendmail does not exist.

I don't know if anything in the Debian policy says that packages
from ~pstandard can be expected to be present even if not explicitly
listed in Depends.
