Did you try to delete
/var/cache/apt/archives/openssl-blacklist_0.4.2_all.deb and let it
download again from the archive?

It might also be possible, that your diskspace e.g. /tmp or /usr was
full during installation.

You could also try to run

dpkg -i /var/cache/apt/archives/openssl-blacklist_0.4.2_all.deb

and see what happens.
