A package list would be useful, as would indicating whether any of the
other packages involved would require sourceful uploads or could all be
resolved via binNMUs.

A major blocker here currently is the aptitude/s390 FTBFS; I'd like to
have that fixed before beginning the transition as otherwise everything
will get blocked waiting for the fix.
