This is more difficult to do than it sounds since all Emacs flavors are
built from the same templates, debian/control in particular is generated
from a control.in template shared with emacs21 so I cannot change the
descriptions very easily right now.

I've made a change in patch-25 in my baz archive, the short description
of emacs-snapshot now contains '(development snapshot)', which should
give the user a clue. The NEWS.Debian file, which should be displayed
if the user uses apt-listchanges, gives more information about
emacs-snapshot and warns about possible instability.

In any case, emacs-snapshot does not make emacs21 unusable and the emacs
alternative of emacs-snapshot has a lower priority than emacs21's so the
default Emacs will remain emacs21 even if the user installs
emacs-snapshot.

Have fun,
