/usr/share/awstats/tools/awstats_buildstaticpages.pl: Permission denied

Setting the x bit on this file cures the problem.

It was already reported (albeit outside the bug tracking system) and a fix applied to git. I have now rolled a new release, targeted unstable, with this fix applied. So even if already dealt with in principle, thanks for reminding us and for the final push to get it released :-)
